Wingbrace is looking for an experienced Program manager for our Digital Engineering (DE) team in Dayton Ohio. As a Program Manager you will be responsible for a growing team implementing and maintaining Digital Infrastructure, developing and maintaining a Knowledge Management Ecosystem and curating Digital Threads for science and technology projects advancing next generation US Air Force capabilities.

As Program Manager you will have internal and external relationships to cultivate and expand.  You will leverage your consensus building skills to keep stakeholders focused and aligned on next steps to achieve outcomes in a systematic and timely fashion.  You will balance your team’s contractual delivery obligations while supporting our Business Development team on potential growth opportunities.   

You are comfortable coaching Agile concepts to Government stakeholders and your Wingbrace team, conducting retrospectives (after action reviews), and conversant in architecture concepts, systems, and technologies that enable improvements to Airforce capabilities.

This position reports to the Senior Vice President of Global Delivery. 

Duties And Responsibilities 
General 


Agile Delivery 

  • You will be empowered to make decisions about Agile Software Capability Development, Systems/Digital Engineering, System Administration oversight and delivery dependencies (licenses, partner agreements, etc.) for Wingbrace commitments 
  • You will work directly with government stakeholders to set clear expectations, understand the needs and priorities to define and deliver solutions to enable mission outcomes 
  • You will manage and work with several leaders who have competing priorities. Therefore, attaining alignment among customer and Wingbrace stakeholders will be critical to the success of the program and the team 
  • You will proxy Product Ownership (PO) responsibilities as needed to maintain delivery commitments (e.g., assist PO with roadmaps, stakeholder management suggestions, and build consensus around delivery priorities/objectives) 
Program Management 
  • You will proactively manage risks to projects, client relationships, and the Wingbrace brand, ensuring a clear and measurable impact on client missions and increasing Wingbrace reputation 
  • You will manage to the project budget as well as seek opportunities to promote star performers while maintaining profit margin expectations 
  • You will monitor and ensure all deliverables across the project are being met, including, but not limited to Monthly Status Reports (MSRs), monthly invoices, scope changes, project variances, solution contingencies, timecard management, staffing and financial forecasting, partnership and sub-contractor management, and deliverable satisfaction 
  • You will lead all phases of assigned projects from initiation through delivery You will partner with the business development team and subject matter experts to solution and write responses to RFI (Request for Information) and RFPs (Requests for Proposals) 
Business Development 
  • You will actively cultivate existing and new relationships (e.g., walk the halls) You will partner with the business development team and subject matter experts to solution (e.g., develop basis of estimates) and write responses to Requests for Information (RFIs) and Requests for Proposal (RFPs) 
  • You will help grow the Wingbrace business and brand by expanding our local presence, with a hands-on approach to building systems engineering and digital engineering teams
 Must Have Requirement
 
  • You will have experience working in, with and across the Air Force Research Lab (AFRL)
  • You will have experience working in, with or across the Air Force Lifecycle Management Center (AFLCMC)
  • You will be experienced in Digital Engineering and Systems Engineering 
  • You will have a technical understanding of Model Based Systems Engineering (MBSE) tools and languages such as Dassault (NoMagic) Cameo Enterprise Architect, Unified Architecture Framework (UAF), and SysML (Systems Modeling Language) 
  • You will be conversant in Science and Technology-related projects 
  •  A US Citizen with a Security Clearance 

 Preferred requirements: 
 
  • Requires little to no guidance as a proven self-starter who can recognize needs and act 
  • Demonstratable Digital Engineering (DE) experience building models, Government Reference Architectures (GRA) and/or workflow automations 
  • Referenceable technical and agile program management experience, from inception to deployment of two or more moderate scale (10+ direct reports), complex, software development projects/programs 
  • Demonstrated ability to advise clients on the use of different technologies 
  • Demonstrated ability to provide guidance, direction and/or coach internal teams across multiple tasks and several functional areas 
  • Experienced facilitator and coach, adept at managing client relationships and organizing agile team activities for complex, mission-critical software projects 
  • Demonstrated ability solving complex problems for the Department of Defense, ideally the US Airforce  
  • USAF Acquisition/Contracting, Aircraft and R&D experience 
  • Asserts to having capture management experience 
  • Possess and active Scrum certification  
  • Demonstrated Government Contracting experience (e.g., Work breakdown structures, performance work statements, task orders, Contract Line Item Numbers (CLINs), FAR and DFAR literacy 
Education Required:  
  • Position requires a Bachelor's degree from an accredited institution and 8 years of directly related technical and Program management experience with Business Development as part of your responsibilities or an equivalent combination of education and directly related experience  
  • Master/Bachelor's level degree in Systems or Software Engineering, IT Management, Cybersecurity or similar discipline  
  • Minimum of 3 years' experience in leadership and Program Management in Department of Defense (DoD 
  •  acquisition and contract management  
  • (Airforce preferred) 
Clearance Requirements: 
  • Active Top-Secret clearance   
  • SCI eligible
